Job description

Minimum qualifications:
• Bachelor's degree in Public Policy, International Relations, Political Science, Law, Economics, Engineering, or equivalent practical experience.
• 10 years of professional experience in technology public policy, government affairs, legislative analysis, or regulatory advocacy within global technology enterprises, international government bodies, trade associations, or policy think tanks.
• Experience leading high-stakes, multi-jurisdictional policy campaigns that achieved measurable regulatory outcomes.
• Experience working on semiconductor policy, microelectronics Research and Development (R&D) frameworks, hardware supply chain security, trade and tariffs, or export control regulations across multiple jurisdictions.
Preferred qualifications:
• Master’s degree, J.D., or other advanced degree in Public Policy, Law, International Economics, or Electrical/Computer Engineering.
• Experience collaborating across globally distributed teams and equipping in-country government affairs and commercial sales leaders with actionable policy toolkits.
• Deep knowledge of major global semiconductor and industrial policies and multilateral tech diplomacy.
• Thorough understanding of the AI infrastructure lifecycle
• High technical literacy and proven ability to collaborate directly with senior engineering fellows, hardware architects, and infrastructure researchers.
• Exceptional cross-cultural communication, negotiation, and coalition-building skills, with extensive experience presenting complex technical and economic arguments to cabinet ministers, parliamentary committees, and regulatory bodies.

In this role, you will drive Google Cloud’s government affairs approach to AI infrastructure and semiconductors. You will operate at the nexus of global trade and economics, science and technology, cutting-edge AI and planetary-scale computing to drive Google’s semiconductor policy agenda. Your role requires an individual who thrives in emerging policy discussions about semiconductors. In this role, success requires not just subject matter expertise, but the communication skills necessary to navigate deeply matrixed internal stakeholders with the goal of aligning government engagement strategy with Google Cloud business priorities.Google Client Services, an entity within the Government Affairs and Public Policy (GAPP) team, manages the company’s engagement with executive branch officials, legislators, regulators and third-parties in the formation of public policy in the United States. Working closely with Google leaders, GAPP seeks to identify key policy issues, address carefully others’ views and opinions, and distill and share the company’s perspectives with external stakeholders. While we focus on challenges affecting the Internet, our issue areas are increasingly broad and encompass areas where public policy, business, and technology intersect.Individual pay is determined by factors including job-related skills, experience, and relevant education or training.
US: $181000 - $247000 (USD) + 20% bonus target + equity + benefits

Responsibilities
• Drive Google’s global policy and advocacy strategy across custom silicon, AI Hypercomputer architectures, advanced packaging, optical networking, memory ecosystems and associated supply chains, and engage executive agencies, parliaments, and trade ministries across key jurisdictions to foster open, competitive, and resilient hardware supply chains.
• Create global policy strategies for critical semiconductor and AI infrastructure initiatives, serving as a trusted strategic advisor to senior Google Cloud executives, act as the primary global GAPP partner to Google Cloud teams responsible for designing, procuring, delivering and operating advanced semiconductors, translate systems paradigms into actionable policy positions, public filings, and government engagement strategies.
• Direct the creation of regional policy playbooks and drive global alignment, and develop regulatory impact analyses, and executive briefing materials on semiconductor policy developments.
• Advocate for legislative and policy initiatives that strengthen business opportunities for Google Cloud.
