Senior Consultant - Human Capital (4-Month Engagement)
Job description
<p><strong>Location:</strong> Abu Dhabi, UAE.<br><strong>Years of Experience:</strong> 6+ years of relevant experience.<br><strong>Project Duration:</strong> 4 months.<br><strong>Working Arrangement: </strong>on-site.<br><strong>Language Requirements: </strong>Fluency in Arabic & English (written and spoken).</p>

<p data-pm-slice="1 3 []">Support the end-to-end development of the organization's integrated HR Management Framework, with a particular focus on HR policies, procedures, organizational and people frameworks, job descriptions, and supporting implementation materials.</p>
<p>The engagement spans a broad HR transformation agenda, including an assessment of the current HR landscape, development of an integrated HR governance and operating model, job architecture and grading, HR regulations, policies and procedures, and HR digital transformation.</p>

<h2>Key Requirements:</h2>
<ul>
<li>At least 6 years of HR consulting or HR transformation experience.</li>
<li>Broad experience across several HR areas, ideally including policies and procedures, operating models, organization design, job descriptions, competencies, talent management, performance management and workforce planning.</li>
<li>Experience supporting large-scale HR transformation or organizational development engagements.</li>
<li>Government or public-sector HR experience in the UAE.</li>
<li>Background in a Big 4 Human Capital or People Advisory practice is strongly preferred.</li>
</ul>

<h2>Other Qualifications:</h2>
<ul>
<li>Bachelor’s degree in Human Resources, Business Administration, Organizational Development or a related discipline; a Master’s degree is preferred.</li>
<li>Strong stakeholder engagement, workshop facilitation and analytical skills.</li>
</ul>

<h2>Key Responsibilities:</h2>

<p>Conduct current-state HR assessments, document reviews, stakeholder interviews and gap analyses.</p>
</li>
<li>
<p>Support the design and development of the integrated HR governance, operating and service delivery model.</p>
</li>
<li>
<p>Draft and update HR policies and detailed procedures covering the employee lifecycle.</p>
</li>
<li>
<p>Support the development of job descriptions for positions in the approved organizational structure, covering role purpose, responsibilities, requirements, competencies and organizational relationships.</p>
</li>
<li>
<p>Contribute to the development of the job catalogue, job families, competency framework and career paths.</p>
</li>
<li>
<p>Develop operational procedures that define activities, roles, responsibilities, approvals and supporting workflows.</p>
</li>
<li>
<p>Support the development of required people frameworks, including workforce planning, Emiratization, succession, talent management, and learning and development.</p>
</li>
<li>
<p>Prepare practical HR forms, templates, tools and implementation materials aligned with approved policies and procedures.</p>
</li>
<li>
<p>Support the development of the HR authority and responsibility matrix.</p>
</li>
<li>
<p>Facilitate HR workshops and working sessions with Agency stakeholders, and incorporate their feedback into deliverables.</p>
</li>
<li>
<p>Collaborate with compensation, legal and HR specialists to ensure the full HR framework is integrated.</p>
</li>
<li>
<p>Support the preparation of Arabic and English deliverables, using appropriate Arabic HR terminology and maintaining consistency between versions.</p>
</li>
<li>
<p>Support implementation, communications, training, change management and knowledge transfer activities.</p>
</li>
